João Campoa Rodrigues

João Campoa Rodrigues

Operating at the intersection of governance, public & institutional funding and execution, with end-to-end executive accountability for delivery in complex, cross-border environments.

Typically engaged when operational failure, reputational risk or funding conditionality are not acceptable outcomes.

Context

Over the past five years, I have held full executive accountability for a USD 3M+ annual operation with 40+ staff across Mozambique — managing institutional grants from sovereign governments, multilateral agencies and large foundations simultaneously.

My mandates involve direct responsibility for budgets, people, compliance and institutional risk, with reporting obligations to external auditors, governing boards and international donors. I operate in environments where funding is conditional, scrutiny is real, and failure carries reputational and financial consequences for multiple stakeholders.

Before this, I spent eight years designing and scaling business units and country operations across Southern Africa and Europe, and six years in founder-led ventures with cross-border execution.

Currently

Chief Operating Officer — Mozambique Wildlife Alliance

4+ years · Maputo, Mozambique

Full executive mandate over operations, governance, finance and technology for a nationally mandated conservation organisation. Accountable to an international board, sovereign government agencies, and institutional donors including the World Bank, Oak Foundation, GIZ, and US State Department.

Managing a portfolio of 30+ active grants, a multidisciplinary team of 40, and the organisation's complete operational, compliance and reporting infrastructure.

How I Work

I focus on simplifying complexity, establishing clear decision ownership and enabling execution without friction or heroics.

I operate with executive authority and end-to-end accountability for outcomes in environments where scrutiny and consequences are real — operationally, financially and reputationally.

My work sits at the intersection of institutional governance and commercial delivery, ensuring execution discipline, operational performance and reputational control in complex environments.

Best suited to COO, General Management or Interim Executive mandates in high-accountability contexts.

Operating IP

A portfolio of six operating frameworks and internal systems, built in the course of executive mandates and deployed in production environments. Each codifies a recurring institutional challenge — governance, funding lifecycle, field operations, community delivery, people management, or intelligence — into a working system used daily by teams, auditors and institutional stakeholders.

PeopleOps FrameworkInternal operating system for hiring, onboarding, performance and exits in field-heavy organisations.
Conservation InsightsStructured intelligence layer translating field and programmatic data into board- and donor-ready evidence.
Grant Lifecycle SystemEnd-to-end management of institutional grants from pipeline to closure, aligned with sovereign and foundation requirements.
Field IntelligenceOperating model for collecting, validating and acting on field data in high-risk, low-connectivity environments.
Community Programs PlatformFramework for designing, deploying and accounting for community-facing programs under institutional funding.
Governance BoardDecision-support system for board oversight, statutory compliance and organisational governance.
